State SSI Summary Data
Among Children and Youth with Special Health Care Needs (CYSHCN or CSHCN), perhaps the most vulnerable are recipients of Supplemental Security Income (SSI) – those who are blind or disabled and also financially needy. Results from the 2009-10 NS-CSHCN indicate that about 8% of all CYSHCN nationwide receive SSI benefits, ranging from 3.0% to 19.9% at the state level.
State CSHCN programs are federally mandated under Title V of the Social Security Act to provide rehabilitative services to SSI recipients under the age of 16. They report annually on Health Systems Capacity Indicator #08: the percent of State SSI beneficiaries less than 16 years old receiving rehabilitation services from the State CSHCN Program. The numerator, count of 0-15 year old SSI recipients served, is tracked by programs. The denominator, total number of SSI recipients under 16 years of age, is provided for each state by the Social Security Administration through an informal agreement by which the data are compiled and released in time for states to meet their Title V reporting deadlines, usually in April.

The Supplement includes more than 250 statistical tables that provide comprehensive data on Social Security and Supplemental Security Income. The data cover program details such as beneficiary counts, amounts of benefits, and the status of the trust funds. Most of the data are derived from SSA's administrative records. The tables also contain data on related social insurance and welfare programs. Narrative sections describe the programs' legislative history and program rules.
